Russia announced
last week that it will conduct two new observation flights over military
bases in Canada and the United States. The Treaty on Open Skies, which grants
signatory countries the right to survey each other’s military installations
through unarmed flights, remains in full force despite the ongoing crisis in
Ukraine. Russia signed the treaty in 1992 and has already conducted 31
observation flights this year.
